Congress could change the impact of this enforcement by legalizing marijuana on the federal level or simply lessening the strictness of federal regulation. 
12. Why might Sessions's actions provoke a backlash from Republicans?

Session's policy would go against the popular vote of those in the eight states who have legalized marijuana devoiding them of their democracy. Likewise, legalization is fairly popular on a national level.
